Ohio Building Authority - About the Authority

    The Ohio Building Authority was created in 1963 by act of the Ohio General Assembly. The Authority consists of five individuals appointed by the Governor, with the advice and consent of the Ohio Senate. The Authority is an entity, both corporate and politic, of the State of Ohio.

The powers and duties of the Authority are assigned to it by Chapter 152 of the Ohio Revised Code. These powers and duties include the authorization to acquire, purchase, construct, reconstruct, equip, furnish, improve, alter, enlarge, maintain, repair and operate capital facilities for the use of State agencies. Capital facilities include facilities for housing personnel, equipment or functions which State agencies are responsible for housing, other than facilities for mental hygiene and retardation, parks & recreation and state supported or assisted institutions of higher education.

In accordance with the provisions of Chapter 152 of the Ohio Revised Code and Section 2i of Article VIII of the Ohio Constitution, the Authority is authorized to issue revenue obligations to finance the costs of capital facilities, but the holders of such obligations are not given the right to have excises or taxes levied by the General Assembly for the payment of debt service on those obligations.
