Ohio Building Authority - Debt Issuance
    In accordance with the provisions of Section 2i of Article VIII of the Ohio Constitution and Chapter 152 of the Ohio Revised Code, the Authority is empowered to issue revenue obligations to finance the costs of capital facilities for housing branches and agencies of the State of Ohio. This includes capital facilities for the purpose of housing personnel, equipment or functions, or any combination thereof, which agencies of the State of Ohio are responsible for housing. The Authority is precluded, however, from issuing obligations for facilities relating to mental hygiene and retardation, parks and recreation and state supported or assisted institutions of higher education.

The holders of obligations issued by the Authority are not given the right to have excises or taxes levied by the Ohio General Assembly for the payment of debt service on such obligations. The obligations issued by the Authority are "revenue obligations" by virtue of the fact that only rents, revenues and receipts, including any fees and charges, derived from its projects are pledged to the repayment of those obligations. Substantially all of the moneys for the Authority are provided for by the Ohio General Assembly through biennial appropriations of rental payments to various State agencies.
